"Venus Planet Power, Make Up" is the 3rd transformation phrase by Minako Aino to transform into Sailor Venus. It is the third evolution of her standard Sailor form and is much stronger than her previous standard form.
Manga
In the manga, Minako would just raise her hand and yell “Venus Planet Power, Make Up!” and instantly transform into Sailor Venus without using any transformation items.
