"Saturn Planet Power, Make Up" is a phrase used by Hotaru Tomoe to transform into her standard and basic Sailor form as her alter ego, Sailor Saturn.

Although never shown in the 90's anime, an animation was made for it and used in select video games that were never released outside of Japan. This includes Bishoujo Senshi Sailor Moon SuperS: Shin Shuyaku Soudatsusen for the PlayStation 1 and Bishoujo Senshi Sailor Moon SuperS: Various Emotion for the Sega Saturn.
In the video game transformation, the outfit change was never shown. Saturn's planetary symbol spun several times, then Hotaru thrust her hand into the air, silver stars alighted on her fingernails turning them white (very similar to Moon Prism Power, Make Up). In an instant, Sailor Saturn was fully transformed, sweeping down into her finishing pose, holding her Silence Glaive with the Saturn symbol behind her.
Manga and Crystal[]
In Act 37 Infinity 11 Infinite - Judgement -, Sailor Saturn emerges from Pharaoh 90 and the remains of Mistress 9 already wearing her sailor-fuku following the resonance of the Talisman. She goes through a pseudo-transformation sequence with her astrological sign appearing, poses, and introduces herself. She also turns into her base form like a normal "Planet Power" transformation but, understandably due to her circumstances, never says the phrase to do so.
Sera Myu[]
Sailor Saturn transforms using Planet Power in a few Sera Myu. For example, she uses it in Kaguya Hime’s Beloved alongside the other Outer Senshi.

- Sailor Moon Eternal is the first time a Sailor Moon anime gave Saturn a full transformation sequence fully animating her Crystal Power transformation. Its animation references the videogame sequence for Planet Power.
