"Saturn Crystal Power, Make Up" is the transformation phrase used by Hotaru Tomoe to take her Sailor Guardian form: Sailor Saturn. She uses it in the manga, crystal, and the musicals.
Manga and Crystal[]
Hotaru uses this transformation phrase with her Saturn Crystal. It is the only transformation phrase Sailor Saturn uses. It initially allows her to transform into her Super form for the first time and later it allows her to take her Eternal form after she powers up Sailor Moon's Holy Moon Chalice using the power of Titan Castle.
It was first used after her reawakening in Act 45 of the Dream arc of the manga and in Sailor Moon Eternal Part II. She raised her hand, shouted the phrase and transformed instantly into Super Sailor Saturn. She did this alongside the other Outer Sailor Guardians at the entrance to the Dead Moon Circus and saved the Inner Sailor Guardians from the Amazoness Quartet.
In Act 49 and finale of Sailor Moon Eternal, Hotaru raised her hand and yelled “Saturn Crystal Power!” to give power to Eternal Sailor Moon’s Eternal Tiare. Afterward, she transformed into a form similar to Eternal Sailor Moon’s, referred to as Eternal Sailor Saturn alongside the other Senshi.
In the Stars Arc, Sailor Saturn appeared in her Eternal form only while wearing Galactica Bracelets and was never seen shouting a transformation phrase as she was eliminated by Sailor Galaxia before she had the chance to transform. However, it can be presumed that her transformation phrase, like the Inner Senshi, is the same as her Super form’s: "Saturn Crystal Power, Make Up.”

- Sailor Moon Eternal saw Saturn's first fully animated transformation sequence and it references the Saturn Planet Power, Make Up transformation made for the Sega Saturn and PS1 videogames.
