Sailor Phi is one of Sailor Galaxia's minions in the Sailor Moon musicals. She appeared in several Sailor Stars musical, and she was based on Naoko Takeuchi's original manga character.

In the musicals, Sailor Phi's outfit had green highlights and she had orange hair, while Sailor Chi's outfit had red highlights and she had green hair. Their costumes are also altered to be completely different from their manga counterparts and to match Sailor Theta but later in the revision in some scenes their costumes were similar to Sailor Chi and Sailor Phi's manga counterparts costumes.
Biography
In each of their musical appearances, they, along with Sailor Theta were Galaxia's lowest ranked followers. They were dressed almost identical and were rarely given any dialogue. They received their orders from the other members of Shadow Galactica. There was no indication that they had a special role as Star Gardeners, the occupation of their manga counterparts.
In Sailor Stars, Sailor Phi used the alias of Shadow Bee while working under MC Fly. However, in Sailor Stars (Kaiteban), she was simply called Sailor Phi. Also in the Kaiteban, Sailor Phi (along with Chi and Theta) disguised herself as a backup dancer for the Three Lights while on Earth.

Her attacks are performed in group, usually with Sailor Chi:
- Galactica Cry: Performed with Sailor Theta.
- Sailor Galactica Attack: Performed with Theta, Sailor Buttress and MC Fly.
