Risa Hino is Rei Hino's posthumous mother.

One of the reasons Rei resented her father was due to the fact that he never visited her mother during her time in the hospital. In all versions of Sailor Moon, sometime during Rei's childhood her mother passed away due to her illness.
In PSGM, Risa liked the story of Princess Kaguya.
Biography
It was revealed in the live-action series that Risa was a fan of the story of Princess Kaguya. She is buried in the graveyard of the Catholic church, while ironically Rei would become a Shinto priestess.
