Queen Nehelenia is the main antagonist of Sailor Moon Eternal, the leader of the Dead Moon Circus, and the queen of the Dead Moon.

Background[]
Queen Nehelenia was born in the dark depths of the Moon arriving from the same distant source as its Queen of light: Queen Serenity. When that Queen had a newborn daughter, the Silver Millennium held a celebration. Queen Nehelenia arrived as an uninvited guest from the Queen's mirror. Nehelenia came seeking balance between light and dark but Queen Serenity would not tolerate even a little darkness in her kingdom and sealed Nehelenia into her mirror. In retaliation, she cursed the Silver Millennium to fall and its Princess die before she can take the throne.
When the Silver Millennium was destroyed, the seal on Nehelenia faltered and she was shielded from Sailor Saturn's reset. She targeted Elysion and eventually took over and cursed it. The head priest, Helios, was caged and cursed into the form of a Pegasus, and the priestesses, the Maenads, hid and slept in crystals.
Sailor Moon Eternal[]
The movie opens with Zirconia speaking to her through the mirror about their upcoming conquest of Earth. Using the solar eclipse, the Dead Moon Circus arrives in Azabu-Juban and begins their takeover.
After PallaPalla swaps Usagi and Chibiusa's ages the Dead Moon Circus sends Zircon to spy on their newly discovered enemies. Queen Nehelenia takes note of the Silver Crystal and the reincarnated Sailor Guardians from the Silver Millennium from inside her mirror. Nehelenia orders Zirconia to let their nightmares take hold of them, saying she must have the Silver Crystal.
Her minions then send the Amazon Trio to infect the Inner Senshi with Lemures and control them with nightmares like they already did to the Sailor Quartet. As they and Xenotime and Zeolite fail, Nehelenia, taunts Helios from her mirror. Helios has been astral projecting from a cage in Elysion to the surface. Her minions have been using the circus to attract civilians and drain energy from them to use to "revive" Queen Nehelenia.
Zirconia traps the Amazoness Quartet in Amazon Stones when they start to regain their memories alongside Sailor Saturn and Sailor Chibi Moon in shards of glass and brings them to Queen Nehelenia in the mirror. She notices Usagi and Mamoru at Helios' cage and they run away back to the surface. Zirconia and the Queen are pleased when Helios passes out saving the Sailor Guardians on the surface as he will no longer bother them.
Zirconia confronts them on the surface and after being attacked retreats into the mirror and Super Sailor Moon follows. Inside, she meets the Queen.
Nehelenia traps Sailor Moon inside a dome conjured from shards of glass. Sailor Moon destroys it with Moon Gorgeous Meditation, releasing Sailor Chibi Moon and Sailor Saturn. Sailor Moon and Sailor Chibi Moon try to use Moon Gorgeous Meditation on Nehelenia, but she is an illusion and passes right through her revealing an endless darkness.
Outside the mirror, Sailor Mercury and Sailor Jupiter smash the mirror with Mercury Aqua Rhapsody and Jupiter Oak Evolution. Breaking the mirror kills Nehelenia inside and makes the world in there unstable. Zirconia, deep inside the mirror world, swears the battle isn't over and Nehelenia cannot die and will rule the universe for eternity.
The Dead Moon Circus seemingly disappears from the surface, but the darkness remains. All the Sailor Guardians and Tuxedo Mask teleport to Elysion, realizing Nehelenia is there. Nehelenia's broken mirror appears before them and Zircon flies into it before Nehelenia appears inside the mirror. Nehelenia reveals she knew Queen Serenity before restoring the broken glass of her mirror and taunting Usagi. Sailor Moon uses Moon Gorgeous Meditation, but Nehelenia reflects it, trapping all the Sailor Guardians and Tuxedo Mask into a kalideoscope like dimension and there they see flashback of Sailor Moon's past life when Nehelenia visited the Moon Castle.
When the vision of the past is over and the Senshi remember the past, Nehelenia takes the Silver Crystal from Sailor Moon, de-transforming her, and is ready to kill the Sailor Guardians and rule the universe. Usagi and Tuxedo Mask kiss, breaking free of Nehelenia's nightmare and teleporting the Silver Crystal back to Usagi, transforming again and holding the new Holy Moon Chalice above her. Sailor Moon gathers new power from the Sailor Princesses transforming her into Eternal Sailor Moon. The other Sailor Guardians call upon their Sailor Crystals to send power to Sailor Moon and take their Eternal forms. Tuxedo Mask, using the newly released Golden Crystal, sends more power as well. Usagi uses the gathered power to perform Starlight Honeymoon Therapy Kiss.
This makes Queen Nehelenia and her mirror start to fall apart. She is revealed to look identical to Zirconia as she demands Mamoru take her hand as she is the true Moon Queen as her mirror turns to sand. With her death, the curse on Earth and Elysion is broken.
Sailor Moon Cosmos[]
It is revealed that Queen Nehelenia, like Queen Metalia, Wiseman, and Pharaoh 90, was an incarnation of Chaos.
