"Pluto Planet Power, Make Up" is the 1st command used by Setsuna Meiou to transform into Sailor Pluto in the manga, and the only one shown to be used in the anime series.
Manga
Setsuna was never shown transforming into Sailor Pluto during the Infinity arc, but she did use this phrase to transform into her Sailor Senshi form during the manga side-story The Lover of Princess Kaguya. She just raises her hand and becomes Sailor Pluto in an instant.
In Act 44 of the Dream arc, Setsuna had a bad omen when observing the solar eclipse and shouted her transformation phrase to find out if someone is invading Earth but she was unable to transform.
Anime
Setsuna's transformation begins with the Pluto symbol spinning onto the Lip Rod’s star. Setsuna’s hand appears with violet nail polish behind the Lip Rod and holds it, starting the transformation.
Setsuna then spins around while holding the Lip Rod out and a storm of sand (aka the sands of time/an hourglass) stir up around her. She then twirls around in the midst of it before the sand comes down on her and the Garnet Rod is shown to be held by Sailor Pluto who then has her dark pink lip gloss appear and she twirls around before striking a pose.
Crystal
Just like in the manga, Setsuna wasn’t shown transforming in Season III.

Trivia
- In the Cloverway dub, it was renamed to "Pluto Star Power"
- Sailor Pluto’s transformation sequence in the anime was appropriate for her title as the “Guardian of Space-Time” because of the sand that can be seen surrounding her (which could also be a reference to the sands of time or an hourglass) and because she seemed to be transforming in space.
