"Pink Sugar Heart Attack" is an unusually strong heart-based attack used by Sailor Chibi Moon in the 3rd season of the anime. To perform it, she uses the Pink Moon Rod. It was first used in episode 103 of the anime and in Act 31 of the manga. 

Manga

In the manga, the attack was fairly powerful, along the lines of a standard Senshi attack. Chibi Moon first used it on Tellu, and while it did not destroy her, it was strong enough to force the witch to take on her Daimon form.

Anime

The attack was usually unreliable, sometimes requiring more than one attempt, and was relatively weak compared to the attacks of the other Sailor Senshi; however, in episode 121 the attack seemed powerful enough to deflect Tellu's attack.

Its range was also quite limited: after a few feet, the energy pulses would lose power and fall to the ground. When performed correctly, however, it could be used to inflict discomfort upon enemies and shatter solid objects.
