"Pink Moon Crystal Power, Make Up" is the transformation phrase used by Chibiusa Tsukino to transform into her Sailor Guardian form Eternal Sailor Chibi Moon with her Pink Moon Crystal. This command is used in the manga and Crystal.
Manga[]
In Act 49, Chibiusa shouts “Moon Crystal Power!” to give power to Eternal Sailor Moon’s Eternal Tiare. Afterward, she transforms into her Eternal uniform for the first time along with the Inner and Outer Senshi.
The command is first fully used in the Stars arc side story: The Secret Hammer Price Hall. Here she transforms with Usagi, who uses Silver Moon Crystal Power, Make Up, to save Hotaru but the pair is initially out-staged by Ruruna Kobe and Naruru Osaka.
In Act 56, Small Lady uses this phrase after arguing with Neo-Queen Serenity and resolves to return to the past to help. This awakens the Sailor Quartet who accompany her.
Crystal[]
Small Lady uses this phrase to turn into her Eternal form. After saying the phrase, her crescent moon mark appears and all of her, except her hair, is covered in a rainbow. She starts spinning and her tiara and earrings appear in a flash of light. Her Odango Covers appear one at a time next followed by her Wing Hair Clips. Her fingertips start shinning and from them hearts appear and travel down her arms materializing her gloves. Next hearts travel down her torso making her white leotard appear and continues down her legs for her boots. A light appears at her breast which becomes her brooch and front ribbon. Her choker appears at the same time. From the brooch a light traces out and then becomes her sailor collar. Next her waist brooch appears and a dark pink and light pink ribbons wrap around her emerging from light. The light continues downward and from it her double layer skirt appears. Light traces out and becomes her back ribbon. Eternal Sailor Chibi Moon spins with an arm up and then makes her final pose.
