"Mercury Star Power, Make Up" is the second phrase used by Ami Mizuno which allows her to transform into Sailor Mercury. It first appeared in the anime in episode 62, and Act 16 in the manga and Crystal.
Manga
Ami raises her pen in the air and transforms instantly into Sailor Mercury.
