"Mars Star Power, Make Up" is the 2nd transformation phrase that Rei Hino used to transform into Sailor Mars. This transformation was similar to Sailor Mars' previous one with a few differences, the main one being that the Mars symbol appeared behind her at the end of the transformation.
Manga
Rei raises her pen in the air and transforms instantly into Sailor Mars.
