Kengo Ibuki was an anime-only character who was Rei Hino's cousin. He is believed to be an anime-only relation of Rei's, since he did not appear or was mentioned in the manga.

In episode 183, his Star Seed was removed by Sailor Aluminum Seiren and was transformed into Sailor Artist.
